German Cup - Minnows always at home?

I was in Prague recently and happened to catch on German TV highlights of the German cup played that evening.
Strange thing was that ALL the matches involved a small club home to a big club. Made for a great atmosphere and some close matches (many went to penalties), apart from one 11-1 drubbing.
So, anyone know if this happened by design or was it a fluke?
If by design, do you think it would be a good idea to introduce this arrangement here?
On the downside the minnows players and fans wouldn't visit a big club and not so big a pay day, but like I said, closer and more exciting matches.

i think its part of the agreement of the seeding that the lower league club will always get home advantage. We should trial it in the League Cup I think

Yes it can cut out the chance of a big payday but as we proved against Man City, home advantage can be a great leveller
