Free Photo Manipulation Stuff...?

Anyone know where I can get some (free) software/programmes that allow you to manipulate pictures?

I've only got Publisher (I'm a computer cretin) and want to do things like freehand crop off some stuff on some pictures I got off the web. I also want to combine pictures (ie if I wanted to put Rooney's head onto Shrek's body etc).

I'm sorry to bore people with this post, but can anyone help me out?

Use a peer 2 peer sharing tool and then download a cracked version of photoshop, it's the only way.

The GIMP for Windows

Its got an interface that'd make any normal person go insane, but its got virtually all of Photoshops features.

And it beyond free, its opensource.
