For the 2015 competition this summer, the qualifying date was to be born after 1st Jan 1992 so I'm guessing for the 2017 tournament, the qualifying date will be 1st Jan 1994.

There is no limit to the number of over age players. A player is eligible for the Under 21 teams if they are under 21 on January 1st of the year the qualification process starts for the major tournament (we are just about to start qualification for the Euro 2017 Championships). So they have to have been born on or before January 1st 1994 to play.

Rohan Ince could have played in the Euro 2015 Championship as players born after 1st January 1992 were eligible to play.

Jack Wilshire was born on 1st of January 1992 (and is currently 23) so would have been the oldest player eligible to play in that tournament. (it even explains why he was eligible in the article you linked).

That would rule out JFC then (born April 1994).
