Its obviously not on tv in England because its a 3 o'clock kickoff, so I assume you wanted to know if there would be a stream, and the answer is yes, because it will be live on tv somewhere. Every premier league game is live on TV somewhere, but pointless me telling you its on in Vanuatu if you're in Paraguay

Might depend where you live but in Germany, two games so far there’s been no stream whatsoever (West Brom at home was one)
