well then change your seller preferences so that people outside the uk can't bid on your items

Just report them, and every time you list avoid putting 'Worldwide' but confine bids to the list of countries that you want to sell to.

Simple really.

However, people don't usually bid silly amounts unless you have peed someone off in the past.
