e-cash top up query

who do I need to contact if I have a query with the e-cash top up system? such as a duplicate transaction being charged to my (credit) card

The contact page on the site itself doesn't work as it requires you to select a 'comment type' from a drop down list. A list which contains no 'comment types'.
