Has anyone else noticed that double yellow lines are being painted along the B2123 between Woodingdean and Falmer? Previously there was only a single white line which , although intended to deter parking, is not legally enforceable.

I was stuck in a row of cars behind it whilst it was painting them.

On what basis do you believe they are not legally enforceable?
I assume you will be parking on the Falmer Road to prove your point ?

I think he's on about the single white line that is not enforceable.

The SWL was only there to mark the edge of the carriageway, not to deter parking.

Noticed it today. A worse bit of line painting you are unlikely to see anywhere - it's like the Happy Shopper version of double yellow lines!

DECISIONS made by the Lead Cabinet Member for Economy, Transport and Environment, Councillor C Maynard on 20 June 2011 at County Hall, Lewes.


6. AMEX COMMUNITY STADIUM, FALMER: EXPERIMENTAL TRAFFIC REGULATION ORDER


6.1 Councillor Maynard considered a report by the Director of Economy, Transport and Environment explaining the need for implementation of an Experimental Traffic Regulation Order to control Amex Community Stadium traffic on event days. Councillor Maynard reported receipt of representations from Councillors O’Keeffe and Rogers and from Mr R Bailey, a local tenant farmer.

DECISIONS

6.2 RESOLVED – (1) to approve the implementation of the proposed Experimental Traffic Regulation Order in readiness for the first Amex Community Stadium event on 16 July 2011;
(2) review the effectiveness of the proposed Experimental Traffic Regulation Order over the first 10 months of Stadium operation with a view to making the Experimental Traffic Regulation order a permanent Traffic Order; and
(3) request Officers meet with Mr Bailey to discuss his concerns before the Experimental Traffic Regulation Order is implemented and to ensure they are taken into account before a permanent Traffic Order is made.

Reasons

6.3 To complement the existing traffic restriction there is a need to secure additional traffic controls in Falmer Village and on the surrounding County highway network to prevent uncontrolled parking of Stadium traffic on event days. To legitimise these additional controls an Experimental Traffic Regulation Order will be implemented in readiness for the first Stadium event on 16 July 2011.

6.4 To maximise the effectiveness of the Experimental Traffic Regulation Order it will be monitored over the first ten months of the Stadium operation, following which a further report will be made to the Lead Member for Economy, Transport and environment with a view to making a permanent Traffic Order.

The full extent of the new restrictions ...

B2123 The Drove
The provision of no waiting restrictions on both sides from the A27 southwards to the County Boundary.
This restriction is required to prohibit vehicles parking on the carriageway and verges. As this area lies
within the South Downs National Park, these restrictions are proposed to take the form of Double Yellow
Lines, which the SDNPA consider to be less visually intrusive than the signed alternatives.

Falmer North
The provision of no waiting restrictions on Ridge Road (north of the controlled zone). Similar to the
B2123, these restrictions will also be in the form of double yellow lines.

Falmer South
To establish a Prohibition of Driving (except for access) on all roads in Falmer South, from a point on
Park Street approximately 70 metres east of the B2123. The period of prohibition is proposed to be in
force from 3 hours before and up to 30 minutes after the commencement of each stadium event.

Falmer North
The same arrangements as Falmer South as above.

Village Way
The provision of no waiting restrictions in the form of double yellow lines, on both sides, up to the County
Boundary, which lies 76m to the west of the B2123 The Drove.


The Albion have agreed to pay all of the Council's costs to implement these restrictions (which were asked for by the Club's Travel Management Group).

One outcome is a legally enforceable ban on matchday parking (or, indeed, driving) in Falmer Village - except for access to premises in the village.
