This has really pissed me off! I parked in a Reading car park from 9pm Sunday night to 8:15am on Monday morning. How much would you expect to pay according to these published parking rates?

Surely though they shouldnt be charging me more than £16 - the normal 24 hour rate? Presumably if Id have done the same times from Monday to Tuesday, the 24 hour rate would apply. As Mr Kraay above pointed out - that extra 15 mins I spent having a cup of tea cost me an extra £17!
You see I think you could just about justify that. But to charge £21:10 - i.e £5.10 more than the 24 hour rate, for parking for 11 hours, just seems dishonest.£16.00
3 hours for up to midnight
8 hours 15 mins next day
=11 hours 15 mins
so over the 6 hours and under 24 hours.
