CCTV, banning orders and reduced capacity (i.e. the away fans get the whole stand) whould act as a deterent to stop them acting like idiots in the first place. When a club starts losing money they soon start to get their house in order.
But the fear factor does not always work when emotions are running high.
Cardiff have done a lot to improve their act, if you had been to Ninian over the last 5 years that is obvious.
However I do not believe the removal of the segregation fence is the way forward.
