I dont think you can top up tickets at the moment if you have moved seat and have a new card.

I topped my card up a couple of days ago without any problems.

I tried 4 times without success so phoned my bank they said all transactions were successful so I'm fu**ed

Happened to me last season, 10 left my account, never made my card and the email confirmation was no help as it didn't have contact details. At the club shop they couldn't do anything either and I never got my money back.
