Which stadium proposal is this an image of?

...........However there is a great picture there of the stadium that the Albion were
looking to build in the early 90's. Unfortunately. they didn't have a site
so that is only an artists impression with no real location. The project
was headed up at board level by Ray Bloom and they were working with
Wyncote Developments.........
