Hospital Car Parks are usually managed by NHS Trusts, who employ private car parking firms to operate them, so anyone falling foul of any parking conditions at a hospital will be faced with a private ticket - an invoice.

I'm not aware of any hospital car parks that are operated by the local council under a traffic regulation order. So I'm not aware of any where the public authority would set the charges. I could be wrong though.

It was interesting to hear the debate between the new government (in 2010) and the outgoing Labour leadership about the rights and wrongs of charging for hospital car parking. At the very least, this seems to suggest that all the major parties at national level seem to accept that it is possible for the government to intervene and set parking charges (at any level from nil upwards, I presume) and that it's not just a question of shrugging shoulders and blaming private contractors.

It would no doubt be possible to set Hospital Parking costs at a set amount - or zero - via the NHS Trusts who are responsible for them.

But Hospital car parks are still considered 'private land' as opposed to public highway or Council car parks. So hospitals still use Private Parking Companies and the 'tickets' issued there are fake PCNs, as Manx Shearwater says. Same situation as before applies - pay the reasonable fee to park but if you ever get a fake PCN, ignore it.
