I can't see how this protocol doesn't qualify as a constitutional change. Introducing customs checks between Northern Ireland and the rest of the UK is, I'm sure, contrary to the Good Friday agreement.That would be breaking the Good Friday Agreement, of which both America & the EU are signatories.
