Unless you have been in the top tier up to now you have no chance I'd say.

I thought this, however it would make sense to set the limit so THE top 1300 LP holders get first dibs

I miss out on the top tier by 1 point & I doubt i will be able to get online early enough on Wednesday due to work to get one (if any are left by then)

I'm not sure. I've got full Amex history and went to about half the away games last season and have 292 points. Are there really more than 1300 people doing over half our away games? (Pre premier league)
