Why 'surely'?

I think we'll be drawing up a shortlist of managers who have succesfully managed in the lower levels of the EPL/earned promotion from the Championship and would be willing to work within a fairly limited budget. Big Heck ticks all of those boxes, I think he would be on any shortlist, wouldn't be my personal choice though, far from it.

He wouldn't make it onto the shortlist of Burton Albion, let alone Brighton and Hove Albion.

Beating San Marino, Hungary, Israel and Albania twice does not catapult you back into the big time.
