What's the speed limit on Elm Grove? I think it's 20, would you stand outside the pub for 10 minutes and donate a quid to charity for every car/ van you see going uphill in excess of 35 mph? I doubt it
If it is that much of a problem put a speed camera on the road or have a mobile camera there periodically. I see no point in donating a quid to charity for every car speeding when I already pay a proportion of my council tax towards the Police service who should enforce this.
However, that won't stop the cyclists or the skateboarders coming down the hill at excessive speed because they are unregulated, and therein lies the original proposal.
