Seems it's been around for 4 years or so in America, so no great rush to bring over here.

Just don't park where you shouldn't, easy. Not sure why they are moaning?

When I lived in Toronto in the 70s they would stick large notices to the centre of windscreens of illegally parked cars on private land such as apartment building car parks. Strong glue and very difficult to remove so you certainly didn't park there again. No fine, but extremely effective.
