Looks like hex programming language?

They certainly could be hex numbers, but is can't just be a simple translation into an ascii character set, some of them are unprintable characters. The cypher must be more complex than that, and probably beyond me.

I don't understand this type of thing myself. But, I am told that once you 'crack it' you are left with a secondary code that will need cracking. Sounds complex.
