Townsend has spent most of his career in the top flight, and has played at International level. Knockaert has not. So at the moment, you'd have to say Townsend.
If Knocky tears it up next season then we can have a proper debate on it.

Of course you have a point. But Townsend was a Spurs player for eight years and made 22 Prem Lg starts, with nine loans. He hasn't exactly been a star. Also France have arguably an even better and more talented squad than Germany in terms of depth, you have to really go some to get in there. The same cannot always be said of England.
True, but Townsend is always up against a better class of player, whereas Knockaert has only ever been up against 2nd division defenders. He's proved he can torment them mercilessly, but it remains to be seen if he can transfer that to the PL.
If Knockaert adapts to the PL and carries on doing what he's been doing for the last 18 months then yes, he'll have proved himself to be a better player. But we don't know if he can do that yet.
If Knocky continues to do it in the Premier League we will have a 40 million pound player on our hands who won't be with us the following season !
