well putting "Mr x who works for DMH" is not very discreet, I just typed DMH in google, listed their staff and theres 2 *** there, one of which has got a Brighton phone number

The government does not announce decisions at party conferences. The decision letter will, if it's a YES, include all the planning conditions and it will be signed by a civil servant. It will start with a sentence along the lines of "I am directed by the First Secretary of State ... "

Prescott may, of course, smile or frown as he walks among the people. I'd like to see him smiling.

It is very unlikely that Prescott would wait till the 31st of October to make a decision. What is the point of waiting that long? He knows the situation, the report has been on his desk for a month or two now. Once a few legal things are sorted he will announce his decision - why not at the conference? It would be spun / presented as an example of how committed labour are to sport.

Its true that it will still have to be done offically by letter etc, but don't be surprised if it happens at the same time as the conference.

no I dont know any of them, but if his names xx and works at DMH and has a Brighton DDI number, its probably not the other "xx" listed on their web site and sounds like hes been blabbing.

I'm not sure that it has. It has been on the desks of civil servants in the Planning Directorate of the Office of the Deputy Prime Minister.

They are at Eland House, near Victoria Station. Prescott's desk is at the Whitehall office.

Highly unlikely that the ODPM will have made a decision, as it is recess and he has either been on holiday or covering for the PM. However a civil servant will most likely have made a decision one way or another as to what he reccomends the ODPM does.

Once Parliament is recalled on October 10th and he goes back to his normal work his civil servants will put the reccomendation to him. Then once he has made his decision the necessary letters will be drafted, the press notices written and everything prepared for a formal announcement around the 31st.

What was the point in attempting to stir like that anyway, don't you have anything better to do?

Can I just my civil servant's twopenneth to this.

The Secretary of State will make the decision (probably a scrawled note in the margin of the submisison) and that decision will be based on the reccomendation and advice he has received from his civil servants.

A civil servant will draft the letter for the on behalf of the Secretary of State and the SoS will sign it. (if he agrees)
