Was it ever released on a 12" single, or is it only available on Black Market Clash which was originally released as a 10" album

The 12" version was on both A and B sides, stereo on the A and mono on the B, although both slightly shorter than the album version. The 7" 45 was split with Part 1 on A and Part 2 on B, thereby ruining the song

I have 16 days on my copy of the first album by Modern English. Let me check who wrote it...it was Modern English. Great band.
