The new rules actually make it easier to sign a player if they come from a high enough ranked league or are a full international for one of the top 50 nations. The rules also now recognise the South American Copa Libertadores and Copa Sudamericana at the same levels as the Champions League and Europa League when awarding points.
Now obviously I'm no expert either but I've tried to make sense of the rules.
According to the document a player needs 15 points to qualify for a work permit. The Eredivisie is considered band 2 when looking at the points table.
There are 6 separate criteria for which he can win points.
International Appearances - 0 (he's never made a full international squad)
Domestic Minutes - 0 (he played 180 mins which is just under 6% of the season minutes, band 2 requires at least 30% of mins played to get any points)
Continental Minutes - 0 (he played 90 mins in the Europa League which is a band 2 competition, points are only awarded if a player has played in 50% of available time on the pitch)
Not looking good so far, but this is where it could get interesting. The next sections look at where clubs finished in their league table and what progress they made in cup competitions.
The following wording is used at the start of the these sections (with added reference to continental competition where appropriate)
provided (i) the Player appeared on the matchday squad list for the Player’s Last Club for at least one match in its domestic league competition or (ii) the value of the Player’s Domestic Cup Minutes was at least 1%, during the Last Season.
Now I read that as only needing to appear in the match day squad at least once to get the points. Scherpen made 2 league appearances, 1 Europa League appearance and 1 domestic cup appearance so I my uneducated view he should be more than eligible for the points in these sections.
Final League Position - 5 points (Ajax won their league)
Continental Progress - 5 points (Ajax got to the group stage of the Champions League and the QF of the Europa League. Each is worth 5 points but a player can only be awarded points for one competition)
League Quality of Current Club - 10 points. (Ajax are band 2).
So I make that a total of 20 points which should see him awarded a work permit.
The only thing that concerns me so I am erring on the side of caution is the points awarded for the final league placing etc as it seems very generous to award points for players just for appearing in the match day squad and not having to be on the pitch at any stage of the season.
I may have misunderstood the wording in which case I apologise but if it's correct that would mean any squad player from a band 1 league (English Premier League, Bundesliga, La Liga, Serie A and Ligue 1) or a squad player at a decent band 2 team (Portuguese Primeira Liga, Eredivisie, Belgian First Division A, Turkish Super Lig and English Championship) is almost guaranteed to get a work permit now.

I’m ‘hoping’ the complications are down to it being a PX deal with Ali-J going the other way.
I know that the rumours are Feyenoord BUT Ajax know that Ali is top quality in the Eredivise and that he would do as well as their ageing Tadić.

Yes. End of May -> Middle of July is a long time for a 'done deal' to creep over the line.
Must ? No, perhaps not. Something is causing a delay though. That could be termed 'a hitch'.
Ten Hag said a few days ago that "a lot can come between so its unpredictable in that regard".
No idea what it could be about. Maybe he is on some kind of secret trial at the club currently.

The player was on holiday until the end of June (based on his Instagram) and then would need to quarantine upon arrival in the UK.
It's possible something else is going on but I think it will be confirmed soon.

There are exceptions for team bubbles when travelling to or from a sporting event but players are still subject to the same restrictions we are, where the game etc is played could still effect what rules they’d have to follow when returning.
For example last season Percy Tau had to quarantine after international duty with South Africa as he was returning from a red zone country. Arsenals game against Benfica last season was moved to Italy as Portugal was on the red zone at the time and Arsenals squad would have been subject to quarantine rules had it been played there.
Players returning from holiday would certainly have to follow the normal rules.

From my understanding there are those that are 'in and out' for events (like the Euros) that stay in specific bubbles and those living here perminantly. Those living here perminantly need to stick to the same rules.

It wouldnt surprise me if all exceptions for sportsmen are gone off-season. But I have no idea.

Deal is taking a long time but does make a lot more sense than I first thought. Steele seems happy with his cup/penalties specialist role as a third choice or temporary second if we have young depth. Sanchez has to start and gain experience to know quite how good he’s going to be. McGill is homegrown but really could be anywhere on the spectrum eventually and having not seen him hear similar about is it Rushworth?
First impression was this signing seems to block all other options and he’d be coming in as the back-up to Sanchez, Cup Keeper and clear second but perhaps it’s not the case and he’ll be loaned out and then enter the race later rather than completely end the race instantly by signing.
