Nope, same as Liverpool did with theirs. They mean that they'll be building the new stand behind the existing one, then in the close season, removing the remainder of the old one and finishing the job..... annoyingly.

It's a nice STAND. But that's all it is. They've taken "generic new main stand" from the catalogue and dressed one side of it with a nice glass fascia. The rest of the place will remain a dilapidated shithole.

It's a combination of new fans, lots of kids, transport being hard and people generally not giving too much of a shit about the team.
