    This is a load of bollocks, if you can afford a car at all, you can afford a ULEZ compliment one. I spent £2k on my first car last year, a 2012 Peugeot 207 that has been extremely reliable and passed its MOT extremely comfortably. Even that is ULEZ compliant.
