Him and Simmonds (at least) will end up in the first team squad from that age group imo……….can see a point in maybe 3-4 seasons where we might have 5 or 6 academy players in it which would be some payback on TB’s investment

OP’s question does state ‘every band’ tbf but this is a large part of the WF allowance problem - the admin costs of means-testing if you start to put layers onto what has been blunt instrument.…….maybe there’s a simple (ish) way to pay it to, say, pensioners that don’t pay tax for example...
Ideally should be means-tested……..such a large no. of pensioners are living very comfortably and don’t need the handout. I’d be happy with another 2p on the basic and higher rates to fund it.
I didn’t say at all …….you just can’t do it comprehensively. Qualitative assessment of written reports for example…..maybe the report written in the office was much more difficult/much easier than the one written in the office, dealing with completely different counterparts with varying degrees...
