Because everyone who normally goes to away games has had a chance to buy. If people had been getting tickets for friends and they didn't cause trouble the club probably wouldn't have done this. But they have so they did.
It also means those people are jumping the queue, which is unfair to people outside of Tier 1 who want to go. If you don't want to get tickets for friends when the club allow it then the only people losing out are you and your friends.
By the sound of it some people were getting tickets for others and not practicing due diligence or not caring who they ended up with, leading to a few people who shouldn't have been at games being arrested.
