It'll be a question of value. I dont think we will be breaking the wage structure anytime soon but I do think we'll see larger signing on bonuses to protect the contractual value of our assets. I.e. here's £3m to sign a contract extension.

In my view it's not as binary as you think. In many cases you can't go to a recycling centre and dispose of waste without an address. You also can't get some items dealt with at these recycling centres. Additionally many aren't open 7 days a week anyway. Some people are selfish for sure but...
