The police has to crank down on this hard. Unfortunately it will only reinforce the narrative in some circles of ‘tier two policing’. They’re in an incredibly difficult situation.

Looks to me like the police officer is attempting to restrain the first individual before then being grabbed from behind by the second person. Suddenly outnumber in an enclosed pace - thereby having to use more aggressive methods.
