At this point we have all the evidence we need from Canada, USA and Portugal. The fact it's not even decriminalised now is for reasons other than 'public safety'.
Possibly if he had a great season at Everton he could be worth £15m. That's assuming we have an extra year clause. Right now he's probably not worth north of £8m.
