I genuinely don't understand how anyone thinks that is not a penalty. Pedro doesn't get the ball and volleys the attacker in the foot.

That's an absolute joke.
Out of the two VAR checks, the first was more likely to be one. But neither should have been.
JPedro was just trying to clear the ball, fairly. Obviously looks worse in slow mo.
Ref and VAR team absolutely succumbed to the pressure of having refused the earlier shout.
Spineless decision.
