It could be modernised without removing Hove in spirit or with bulldozer.
Rename it Brighton versus Hove to increase competitive spirit.
To make starting conditions fair a 150 meter deep hole could be dug in Hove, which can be accessed with elevator for only £40. In the attraction commonly known as Potter's Bumhole you get to sit in perfect dark for 90 minutes and think about what you've done.
It will be located in what now "Dyke Road Park", close to where the wall will be erected. Bring your mum.
I've streetviewed through Hove a couple of times and isn't half bad. It looks a bit Dutch. Whats with the shanty town sheds on the beach though?

You clearly didn’t get the humour and the fact Brighton and Hove has battled with a massive seagull population for years to the extent for some people, it epitomises the City.
I guess you have to live there to appreciate the joke.

For the record, as some who lived in Brighton for nearly 40 years and now Hove for over 15, I'm strongly opposed to your idea. I prefer @Herr Tubthumper 's response though.
I think the petition has missed a trick. To me the issue is the &, not the name Hove. There are so many more options that could refresh the name such as:
Brighton + Hove
Brighton / Hove
Brighton \ Hove
Brighton - Hove
Brighton_Hove
Brighton < Hove (of course!)
Brighton (Hove)
etc
I will write to Paul Barber to see if he likes these and see what he says.
