Well, if we're negotiating with him he is technically definitely in a position to make that demand.

Don't know anything about him but the Brazilian Serie A is really good (maybe the fifth best league in the world) and he's just started to establish himself there. If you ask him where he's at in 18 months he'd probably say "hopefully the World Cup" which is possible from the Premier League but not so much in something like The Championship.
