It was supposed to be in the summer but unfortunately it clashes with the invaluable Club World Cup.

And as the big clubs with big money and big power are playing CL games in late January/February, they've moved it so it doesn't have a huge impact on anyone the football establishment cares about

Baleba won't be playing in those games as those are from the African Nations Championship: https://en.wikipedia.org/wiki/African_Nations_Championship.
Only players playing domestically play in the tournament.

Not to be confused with the African Cup of Nations, the much bigger competition that is usually in January/February. The next one of those is December 2025 and Baleba would likely be going to that if he's still with us.

This tournament has nothing to do with CL games - its only for players in the national leagues of their respective countries.

The games over Christmas are qualifiers, the tournament itself is in Jan/Feb 2025.
