[Brighton] Help identifying type of manhole cover

Now then - I once held a pub quiz that contained three questions about local manhole covers, and quite a few non-dull men (and non men) got them right!

Yes I very much agree it's not BT, I had some good times back in the day opening up a three lidded ten, and pulling a mole through the ducting.The kids today don't know what they're missing.

The wisdom and wit of NSC is very helpful! I will get a crow bar to it tomorrow to try to have a look and post a photo.
I'm trying to get permission for a dropped kerb from the council, they say I need authorisation from the utility owner to proceed (whoever that is and they don't know, or have any records of any man hole covers on public foot paths in Brighton and Hove for that matter.
The person who did the site survey will not help, surely they have experience! but they say it is not their responsibility to assist in the process)
BT said it wasn't theirs. I then rang Virgin, Indian call centre, the chap said "can I not just speak to the man"...I explained that the man hole cover is made of metal and concrete and may have wires inside etc, can he put me through to a department that can help locate equipment...he said "is the man still outside now?"

The Council have a digital map called a terrier that shows where the public sewers are. As this is in the public highway, I'd have thought it would be on the terrier if its owned by Southern Water. The sewer within the curtilage of your property and up to the point it joins the sewer under the road is your responsibility, not Southern Water's. Same principle applies for water supply from your water meter to your taps.
All of which makes me think it's not a Southern Water grid. Please post pics.

Once you open that man hole, a picture would be great so all of nsc can view and admire the your hole for all is worth, I suspect this will be by popular demand.

The manhole is open! A three inch slab and in the hole It looks abandoned, anyone have an idea of what it was for? Maybe water connection/drainage?
The council wants me to get permission from the owner before being able to install a dropped kerb which might be challenge, maybe it is abandoned telecoms?

I've posted the pics on a BT past and present facebook group ( I agree with others that it's not BT/GPO/PO but someone on there might know).
Might be an old Rediffusion cable chamber but I'd have expected there to be some old cables in there.

I'd have a gentle check in the bottom of the hole. If no sign of any services, clear it out and take photos to send to the highway authority (local council) explaining that it's empty and as such not a service chamber. Also tell them who you have spoken too and send them copies of the 'it's not mine gov' replies you get from BT, Southern Water, Gas and Electricity network providers. Say it therefore belongs to the highway authority( local council) and they should therefore give you permission for the dropped kerb. They might want you to fill it in or make sure driving your car over the manhole won't damage the pavement, but that's a fair enough ask.
