Haaland always a solid long term choice but obviously he's struggling a bit (as are City) at the moment, so you're taking a gamble on him refinding his form.
Solanke is a massive gamble so far. He's doing alright but if it's a choice between those three, he is obviously the weakest points returner and it wouldn't shock me if Ipswich turn up against Spurs in their current form.

Spurs are full of goals this season and are excellent at home.
Not sure how you can call him a massive gamble. According to this he’s joint favourite with the bookies to score (with Haaland)
Did you actually read the question asked by the OP? He’s asking just about this weekend.He’s a massive gamble because in FPL you’re looking for goals and assists and spurs are WILDLY inconsistent this season. They will batter West Ham on Sunday and lose to Galatasaray on Thursday.
If your choice is the top point scorer in two teams with a win rate of 80% vs a new signing in a team that wins 60% at best you’re taking a massive gamble choosing Solanke over Salah or Haaland
