It is an Ir emitter. It's used as part of a system to allow your infrared remote controls to be used on equipment that doesn't have a line of sight. In most cases, this means stuff that's in a cupboard

Yeah looks it. Before bluetooth became ubiquitous early gadgets like PDAs and some ancient mobiles used IR for data transfer.
