Not particularly well worded as the comma implies that only provoking a confrontation needs to be after the ref has stopped.
But if purely for kicking the ball awy is a bookable offence, it would be under it's own bullet point (I think)

It’s not clear at all, as proved by the sheer weight of bullshit argument it’s created both pro and anti Rice, pro and anti Veltman, pro and anti Pedro, pro and anti referee, pro and anti media commentators….The rolling ball argument doesn't apply as Veltman didn't kick it while it was moving because Rice had flicked it away and stopped him doing so. Rice isn't unfortunate. He got a yellow card for delaying the restart. He admitted it afterwards and he knew the rules. Dermot Gallagher explained everything you have posted about very clearly on Sky RefWatch. Watch the clip and all becomes clear.

It’s ok to have a strong, uncompromising view. But as I said elsewhere on this forum (possibly even on this thread, I’ve lost track), if you’re going to support the strict-letter-of-the-law principle then you’d better apply that noble position from now on, including Albion players delaying a free kick in similar circumstances, not to mention throw-ins taken from exactly the right place, no time wasting, no feigning injury, no looking for free kicks and penalties… and so on.
