for the life of me i can't seem to get it right!

have been using 2 parts s/r flour to 1 part suet and small amount of water but can't get em fluffy!!!

That should be OK, but I start with plain flour and add own baking powder (3 teaspoons to 8 oz flour), and with self-raising flour I think you will still need to add somoe ore baking powder.

My wife cooks Jamaican style dumplin', which is basically flour and water - not at all fluffy!
