It's actually The De Vecchi Cod:
It's 2010 and ADV decides to hold a secret meeting of the LDC Cabinet on board a boat moored on the river. The boat breaks free but, as nobody else was told about the meeting, the other councillors think that it's really a boat load of BHA fans trying to steal the notes for the JR (which has mysteriously been held up by a succession of LDC 'witnesses' becoming ill or going off on holiday). They call in the Navy, who promptly sink the boat with a couple of torpedoes - killing everyone on board. Just afterwards a shoal of fishes swim by and feast on what's left. These are caught soon afterwards but, as they are obviously contaminated, are sent to be disposed-of in the Falmer Incinerator and mini Nuclear Power Plant, which has recently been built in a muddy field by the side of Brighton University.
And everyone lived happily ever after.
