Sorry, you probably hate me for this, but what is this too do with negative/positive reputation... I notice the green/red bars... how do you give each other rep?

Just click on the star icon and give a positive or a negative. The more positives a user gets, the more green bars. If a user gets more negatives, they get red bars. Simple.
