Printing Error or what?

I have in front of me Contract Journal (construction industries weekly newspaper) dated 03.08.05.
Under Business Alert it says the following Planning Application has been prepared:-
BRIGHTON £46M.
Community stadium with business use, educational and conference facilities, shop for club mercahandise, entertainment, food and rink uses, parking and transportation facilities.
SOUTH of Village Way. Client:- Brighton & Hove Albion Footbal Club.
Architect:- KSS Architects.

I know the board said they would put in an application for South of Village Way if North was turned down, but a bit premature surely? Or just a journalistic error?
