Hove Tesco - Renovating late into the night

Does anyone know what time by law industrial noise has to stop? Last night at the main Tesco on Hove high street there was power drilling, jet washing and banging going on well past midnight. We went over to complain but surely they can't go on that late seeing how many people live around the area. The site manager put in a call but seemed to give the impression he had been told to work until people complained. It was hardly emergency work which couldn't have waited for the morning as well.

They should have a Section 61 Consent with B&H City Council, in which the Council will have stipulated any restrictions (time and decibels). If they have this and have not broken it, it will be the Council's fault for not putting tight enough restrictions on it. See here.
