Why are Germany playing the opening match? I thought it always used to be the holders opened the proceedings (cf. France v Senegal last time)?

It's been changed because the holders no longer qualify automatically, do they? So it would be a bit odd to specify a curtain raiser having holders, if there were no holders there to defend it.
