You could also argue that the 'competitions' on the likes of TV-AM are equally "lotteries requiring no skill or knowledge".
The 'questions' are usually along the lines of:
What colour is grass?
A) Green
B) Um, god, I dunno, maybe flourescent red and blue swirls?
C) It's A you ****ing muppet
Phone 'MUG01' and answer either A, B or C plus your name and address. Calls cost £5bn per second and will last no longer than 18 minutes.

I don't see what the problem is, if you don't like you don't take part. There will always be people stupid enough to have a go and one of those will win something out of it.
