Usually Broadcast Rights - the channel doesn't have the right from the producer to show the episode on a +1 catch up service.

If its a live programme shown on ITV1 which involves mugs ringing a premium rate number they cannot repeat it on ITV1 +1 as some morons will still phone in to participate. Other programmes which cannot be shown on the +1 service include series and films when the rights are restricted to a regular showing.
Why on Earth would you be watching ITV at that hour of the morning anyway?
