Yes. That is definitely allowed ... provided you have the right ticket, voucher or pass. The discussion at the City Council's Planning Committee also covered people travelling to the P&R site by taxi, or getting dropped off by their mum / wife / lover / next door neighbour. Everything goes.

There's several new Park and Rides. Brighton Recourse, Mil Rod and Mithas Hous.
