You are correct that the throw in rule was later than the original backpass rule. However, I can provide no dates so my contribution is pretty much useless in the original context.

I remember when the no picking up from a throw in rule came in because i was playing in goal at the time and i kept forgetting!
must have been mid 90's!

It was the start of the 92-93 season when the backpass rule started.

I have a feeling the rule outlawing it from throw-ins was 96-97.

As a I can remember it happening at Euro 96.
