Not weird at all. The report says that the little girl was using a mobile.
Ofcom stats for the last quarter of 2011 show that there were 81.6 million mobiles in the UK of which just under half (49%) are on some sort of contract and therefore registered and traceable.
Of the remaining 41.6 million handsets on pay-as-you-go the majority are unregistered so there is no way to tie them to an address

When I worked in retail PAYG had to be registered, so seems a bit weird. Also tri-angulation could have been used to find it ?
