You have encapsulated the problem. The Brits hate rules, and much prefer guidelines, 'best practice' and other hand-wavy platitudes. Warm weasel words from that old sause-box, Gove, the tinker. That way it can all be nice, and folk can show how responsible and community spirited they are. Like...
