Veltman did nothing wrong. If Rice had not kicked the ball away then Veltman would not have made contact with him. Red card all day long.

If it is a yellow for Rice then Veltman can't really be deemed to be at fault.

Rice thought he was being clever by just flicking the ball away to delay the FK, 100% second yellow. Veltman was going to try to kick the ball against Rice to accuse him of failing to retreat which would have been harsh but Rice was the architect of his own downfall. Veltman was clever and did nothing wrong

Now let's imagine this alternative scenario. Let's suggest Rice isn't so dumb as to kick the ball away but just stands his ground. Veltman is still clever and belts the ball which hits Rice and there's no contact with his foot. I don't like players doing that but some refs could conceivably give a the second yellow for not retreating.

The ref got it right, Rice shouldn’t have been anywhere near that ball when the foul was given against him let alone kicking it away.
In that situation I imagine the ref would have told Rice to move away, and Veltman not to be silly. No cards. But Rice deliberately hit the ball away, which puts the ref in a really tough spot. 100% a yellow, but being a second yellow no one would have been surprised if he bottled it.

Maybe in the past. But Delaying a quick free kick is a n explicit new law this season. It’s a caution.
But who was he kicking the ball to? I really don't think Veltman was actually taking the free-kick and passing it to a teammate. He knew exactly what he was doing.

It was all very petty but these things are open to referee interpretation. How many times have we seen players in Rice's position just tap the ball like that and no action taken?
That said, Rice can't really have any complaints because he decided to do it. Next time, just leave it, mate.
As for Veltman, another day he gets sent off as the referee interprets that (perhaps wrongly) as a deliberate kick.
Funny this time but I wish they'd all just grow up, frankly.
